Love your stars Armylady, I think that the best treatment for this one would be to practice echo quilting.
Doing a stitch 1/4" inside the star outlines would be a simple way to quilt and have the stars shine. Do the lighter blue stars first.
When you do the dark blue stars there is a point in the valley of those stars where the quilting will cross into the light blue to make the inside point. I would not worry about crossing those valleys into the light blue to get the inside point.
After that, stitch 1/4" inside each edge of the blue border and a few in the white border just to keep it uniform.
This is just a suggestion to help get your creative ideas going.
