Looks like a Judy Mathieson quilt to me. She specializes in Mariner's Compass quilts.
Edit: Interesting. You will find the quilt in multiple places if you Google Judy Mathieson and click on "images". It looks to have been on Pinterest multiple times. However, I cannot access any of those pictures. I assume there was some copyright issue and the links were removed over it. As far as I have been able to make out so far, this quilt is a variation made by someone else but based on Judy M's design. You can probably recreate it from one of her books. If I am remembering correctly, she designs the circles on freezer paper, cuts them apart, then uses the freezer paper to piece the circles together.
Edit 2: Looks like the inspiration was Judy Mathieson's quilt Bristol Stars 2004. Most likely the quilt you are looking at was based on that quilt and perhaps the creator did not properly attribute the basis of the design to JM. This is just speculation on my part, though.
Edit 3: This quilt incorporates the corner geese design around the circles, attributing the inspiration to JM. Looks like your quilt may have combined this idea with JM's Bristol Stars quilt.
