Definitely Judy Mathieson. The quilt is featured in her book

But someone who is very brave could probably figure out how to make it with some of the instructions in her book. The only thing she doesn't tell you how to draft are those circling geese that wrap around the outer stars. She shows how to make draft a circling geese pattern but not one that disappears over and under like that.
