If the walls are smooth (and not an outside wall), you can probably use some of those 3M command hooks. Cut holes in a flannel-backed tablecloth (and add large grommets if you want) and hang the tablecloth on the hooks. I am thinking of doing this on a rec room wall.
Another option would be to make the flannel covered insulation board someone else mentioned, that is backed with wood strips. Put a permanent hook in the wall where a picture can hang when you need the dining room to be a dining room, and switch out with the design board as needed.
