Perhaps because a scrap can be recut to,whatever you may need it for, but precuts are precut, you can recut, but limited choices of size, shape....or the fact that precuts are pinking shear cut, but one can cut scraps with a clean cut from rotary......another thought....scraps are already paid for, precuts need to be purchased........take your choice of reasons.....personally, I have and use both.......
