I’ve quilted numerous T-shirt quilts, I have one customer who make 3-5 a year. I do not quilt through any ( rubbery) decals. I use batting that allows up to 10” quilting space. I quilt around designs. Sometimes just a wide open stipple or meandering, sometimes a bit more ( like echo quilting) around designs. Just depends on the quilt.
