I quilted a border on a table runner. You will need to make sure the screw is really loosened and because you are trying to quilt along the edge, you might have to temporarily sew (basting stitch) a strip of fabric along the outer edge so you have something to hoop on that side.
You shouldn't need any stabilizer as the quilt sandwigh is stable enough once hooped.
