Welcome, Tina. It looks like it is what is considered a direct drive machine. This means that the hand wheel goes in the opposite direction from the belt driven machines. It also looks like the bobbin winder is on the back of the machine, on top of the motor. Frequently, the rubber wheel on the motor that rotates the hand wheel has a flat spot and makes the machine extremely noisy.

I saw a "White" machine like yours but has what they call a "t-shirt" slide plate. Here are a couple of similar machines

I'm guessing it takes White bobbins and here is a thread about what I believe the bobbin and case would look like.
Directions for loading a White rotary bobbin (White Family Rotary, etc.)

I'm not sure, but I would guess the machine to be from the late 1940s.
