Generally, sale rooms at LQS are where I look for deals. I haven't seen much in the price range $2-3/yd unless the store is going out of business.
Also, I find it helps to shop with some type of list or idea of what you're looking for, as opposed to just getting anything & everything.
Don't rule out scrap quilts utilizing your own or friends' scraps.
