Our local very small fair stated that no quilt could be removed without authorization. I delivered a friend's quilts for her and--thank goodness--had a letter stating that I could also remove them, complete with all necessary info, including her cell number. But anything can be forged or 'manufactured'. Just depends how determined the thief is.
