I had exactly the same problem so I sprayed my rulers with Minwax Polyurethane - clear satin and it works a treat. Its the fast drying kind and I just used two thin coats. Some newer rulers are anti-glare, but I saved a fortune and still have my favorites.
Thanks, you answered the question about what to do about all my shiny rulers. It didn't use to be a problem but now that I am older and have a few eye issues shininess can be a problem. Nice to know I don't have to put up with it.
