ElaineCovid ... Probably the best suggestion, would be to advise the quilt owner to inquire via a local guild and/or LQS for someone capable of doing what they want done. There are some who love taking on this sort of project and do excellent work. While the quilt may have huge sentimentality, the owner(s) may not be prepared for what it may cost to have someone do the work. So they need to make sure they know what they are committing to. Best to let them do their own direct contacts, discussions and the ultimate decision as to what is right for them.

Some words of caution ... they want to make sure they have seen the work and/or received excellent referrals and fully understand what and how the work will be done and the costs involved. In the hands of the wrong person or through misunderstandings, all too easily their special sentimental quilt could be easily ruined, and what should be a joyful recovery could turn into heartbreak.

I'm here in SW Ontario and only wish I could give you a specific contact. Good Luck!
