Have you cleaned and oiled the machine? There is a thread titled "Here's how to fix "moving needlebar during bobbin winding" problem" Here's how to fix "moving needlebar during bobbin winding" problem Rain gives a link to a page with videos (two) about it. Even though they are for a potted motor machine I think there are some other hints in there that would apply to other machines. He was trying to help Muv and mentioned some steps in post #7. He also gave a link later in the thread for a different video for a "stop motion clamp washer on a non-potted-motor machine" that did not work, but I found it at http://vssmb.blogspot.com/2012/06/ho...bbed-stop.html.

If you move the bobbin winder switch to the right (with or without bobbin on spindle) does the spindle rotate at all when you activate the machine? I believe it should, even if the "hand wheel knob" isn't turned. I suppose that it is possible that it needs a bobbin winder tire, but looks like it may be tricky to replace. If you remove the top can you see where the bobbin winder switch comes in and see if it move the tire to rotate the spindle.
