Ok, I am confused. You say that AC will not pick up unless it is contained? I was an ACO for the Colorado Springs and this would have been what we call an HBC (hit by car) and it is our job to rescue this poor dog. I could not tell you how many times I had to chase down a stray on the loose dog.
If I were you I would call and complain and tell them this is why the name is The 'HUMANE" society and that is what they get paid for is to protect and help the animals who can not speak for them selves. (sorry, it just pissed me off they would not go unless contained)
