I would have had him neutered at absolutely the FIRST opportunity.
A male dog has a drive that will lead him to do any number of things to try to "blow off steam" ...
the longer he has to deal with the male drive and unsatisfaction, the more habits he will develop, and once developed, there is a real chance he will not stop ... easy to get a bad attitude, lots of hard work to get it undone <wave>
