Default Bunting, not the bird

It is Memorial Day in the USA and I wish I had a good pattern or set of directions for making bunting that fits the spaces we have. I mean the type that looks like a half circle with red, white and blue stripes. Searching the internet yields manufacturers, a few cute triangular shapes on a string and fabric. Our daughter has her first house and would like bunting for the holidays and likes things I make, so I thought it would make a good project for us. This thought may be a result of making hundreds of masks to help keep friends, neighbors, family and local organizations as safe as we can be.

There are many techniques, I like the one where you fold the fabric like you would a fan, you secure the top with a ring or stitches and then fan out the edges straight to make that scallop shape. This shows a paper example

PS/Edit: I thought it was really interesting to see all those "pennants" as I would call them referred to as bunting when I was searching, hadn't ever considered them a bunting before.

Those just look like strips of fabrics with casing type drawstrings. I found https://media.iwm.org.uk/loris/8/289.../0/default.jpg that looks like it is straight across the top, and only a portion is drawn up to make the scallops. Also one could make something like curtain tiebacks but instead of on the side it would draw up to the top.
