When the person pays you and includes shipping, that money is in your paypal acct and when you print the label, it comes out of your paypal acct. For example if someone paid you $10 for shipping but the label only cost $5 you would still have the extra $5 in your paypal acct. If there's some new way of paying where the payer's $$ automatically goes to the shipper, I haven't heard of it. 100% of my labels show a transaction in which the shipping cost came out of my paypal balance.

In my limited experience:
The buyer paid x amount which included shipping/postage.
If the buyer DID NOT check the "personal" box,
PayPal took a fee from ME, the seller, on the total amount.
So far, the percentage has varied from almost 10 percent to about 4.1 percent. The highest percentages are on the very low $ transactions.
