I looked for a few hours over this past weekend. I had to give up it was becoming an obsession.....lol I love a good mystery "puzzle" and this certainly is one. My searches took me from art deco pins, art deco architecture to military winged emblems to even bicycle logos.
Maybe you can take it to an antique store or two and see what they say.
