I believe the Forbidden Gardens closed down. It was in Katy which is a ways from the GRB.

How is Houston after the floods? Are any attractions (museums, libraries, zoo) cleaned up and opened?

As far as I know, downtown and the museum district didn't flood. You could check the websites for the individual museums.
