I'm so bad that I refuse to go in the kids bathroom because I know it won't be right. LOL!

Actually...I'm an "on the floor". The holder is too far back on one wall and would leave huge holes if moved so it usually sits on the floor (in our bathroom).

The "guest" bathroom has a freestanding holder...usually the guys use it. If the paper is left on the counter, I'll stick it on the holder whichever way...just to get a buzz. They want it "over" but yet are happy to leave it on the counter until they have to "fix it".

    Silly Willies

I am an over but my hubby always changes it to under if I leave it in the "over" state.

No preference, but my husband is adamant that it should be put over, so sometimes just to yank his chain I make it a point to do it under.

Definitely over, I also don't like trying to pull it from the wall. But have never changed in the public rest room. LOL
