The idea is that you lift up the flap when you want to use your fingers to unlock doors or tie boot strings, etc. and then put the flap back down to keep your fingers warm when you don't have to use them.

One year, the heat went out at the factory. A number of operators used the fingerless gloves and were able to keep up their quota, so apparently, a lot of heat is lost through the back of our hands which freezes up our fingers ....
and, then that flap as Barb mentioned makes these mittens very functional.
