I think it is slightly misquoted. It is "he/she couldn't pour pee out of a boot if the instructions were on the bottom." as in somebody being really dumb.

I only chew my cabbage once! (That has to be my very favorite) I do not repeat myself. Not because I am nasty or anything, but once I say something I forget what I said. So either it wasn't very important to begin with or it wasn't

Don't feel bad about directions. A friend was taking me to visit a relative and she told me, "See that truck well we make the next left turn." I almost "busted a gut" laughing". That truck is not always there as that was a work truck.
