Default What Are These Things?

I found these in a box of crafting items that I got at a thrift store. Does anyone know what they are? They're really flexible.

Do the ends fit into the holes? They look like a type of perm rod for long hair.

Hair curlers! Still at use at my house...makes long hair stay curled longer as they make a nice, tight curl.
