Barb, I was able to draw something on paint to show you what I was thinking.
I have 8 blue strips, 8 pink strips, 3 purple strips, 5 green strips and 4 yellow strips. I can change the order of the colors but it goes from darkest to lightest and have 28 strips total 2 sides.
They are in pastel colors.

I think you have the strips sewn into panel, if I'm remembering correctly. I would cut each of those panels down the middle.
Arrange the half panels in the color sequence you want and sew them together in two identical panels using all 28 fabrics.
Iron the seams up in one panel and down in the other.
Using the panel with the seams iron up, cut it the widths you need for all uneven numbered rows....1-3-5-7-etc
Use the panel with the seams ironed down and cut to widths for rows 2-4-6-8 so on. That way when you start sewing the rows together all your seams will be opposite directions..and should snug together nicely.
As you are sewing the rows together you will have to sew the ends together, then open them up where you want a particular color on the top.

Glad you are ready. Do you have fabric?
I have enough fabric for this project. In fact I asked my niece to pick this set out for me about three years ago. It is yellow, blue and a little green. I hope it makes a pretty one. I cut my strips and auditioned the design yesterday but haven't started sewing my strips together yet. will start doing that tomorrow I guess.

I don't see why you couldn't use fabric from your stash as long as you can find at least 7/8 to a yd. of the required number of fabrics.
I don't have any rules for the number of lights to darks. and I don't alway follow the "rules" in arranging the strictly lightest to darkest.
