best tool to find 1/4 inch seam?

My machine has a 1/4 in setting but blocks still do not come out the right size. I had to play with my needle to finally get it right at a 2.3 setting on my machine.
Keep making sample strip sets and measuring them till they are the right size like Sandygirl said.
