Border or no border

Border or no border
The original pattern doesn't call for a border, and I love the fabric and design, but I'm wondering if a smaller inner cream border with a black border would give the eye a place to rest.

Great design in that pattern.
I particularly like how the eye sees different secondary patterns, dependent on how one looks at it.
You have it nicely placed on a design wall.
Try auditioning your different possibilities, as to colour and widths.
My first thought was a pop of bright colour for the inner border and the backing.
Most any colour would be possible. Then a TOT black outer border and binding.
That is, unless you want a totally neutral colouring to the finished quilt.

It really depends on what you like and want!
... also whether you want a larger finished quilt?
If so, that could also be accomplished by adding more of the same blocks.

I would say no, don't do it. I love the secondary pattern occurring when you are not focusing on it as one block at a time. See in the area where they all come together? But, that is my opinion, really. It is designer's choice.
