I would use the stripes as a bias binding, and only if there is enough for both then the backing as well.

The stripes get my vote - babies do like bright colors better! The doggies are too cute for words.

Your doggies are adorable. Most baby quilts today seem to get away from the pastels, so I would go with the stripes, but either would work. Definitely bind with the stripe though.
