That is a beautiful quilt. After looking at some Layer Cakes, I'm thinking that: Friendship Collections for a Cause Layer Cake Howard Marcus Dunn for Moda Fabrics. Might be a closer match. Also the Butterscotch and Roses is very pretty and would go well with that too.

I love the quilt colors! I think it is the choice of fabric and the quilting not the pattern that makes this a special quilt.

Yes...you could use blocks in proportion with the size of the quilt you're going to make. If it's a single, use smaller blocks. If it's a king use large blocks.

I have seen this in a home decorator magazine and loved the simplicity of it. I love the way the different quilting in the blocks help to set them off.

French General is another line of fabric that would have a similar coloring. If you want more gray and some aqua in with the red then Etchings is a nice line.
