The brand new Walmart I go to in Yakima WA added a small fabric department, more precuts than bolts but you can still buy some yardage on the bolt. Has a really nice selection of precuts.
The one I go to in Westminster, CA still has a fabric department. I went there Friday to see what they had in seasonal - Halloween and Thanksgiving - and was really disappointed. Hardly any selection, very low quality and very unattractive (in my opinion). It doesn't have to be high quality, I use it for backing mostly, but the fabric I found was way under the quality I have purchased there previously.
Haven't been to the one in Long Beach, CA since June so don't know if they have added anything or not. They were selling random bolts of fabric in solid colors for $5 a bolt but they were sticking them in a big bin in the middle of an isle.
