The link really helps! It shows they did it as 3 sections, instead of the 4 I use. You can count the checkerboard above it to verify that.
Here's a grid (actual size) of 2 of the 3 rows. Corner squares finish at 3", so 3.5" cut. Hard to describe the center pentagram cut, but the rays start 1" down from the top and are a nice easy 45 degree angle. They are based on a 1.5" wide finish, so I'd cut strips 2" wide.
And I love everyone helping, we each see/think/describe things our own way. As I find out often when discussing things with the hubby, not everything is always so obvious as it is to one or the other of us!

Perhaps this is what you want. Note in the pic most of the lines begin at a 1/4" or 3/4" mark. If you need a smaller star to float more, then draw your lines from the 2" and 7" marks. The pdf has templates for Y seams - also no Y seams pieces.
My pic (jpg) has refused to post, Y? small size.

GingerK ... that.s a beautiful quilt you are copying. The FMQing really enhances the overall design.
Rather than bordering, why not stick with the original pattern?
Draw it out on graph paper ... or enlarge/reduce it on the copier to get your measurements.
You're going to have a beautiful quilt!

Yay you! looks good -- was this all for one block or do you have more to go? Without your link to the image, I doubt you would have come up with that specific variation with the float. After this thread I will try to remember that Lemoyne is based on a three grid and not a four grid.
I felt sufficiently practiced after my small project to not be afraid of choosing such designs. May you also feel the power
