Sorry you are having a tough time with your bag. I've made one, didn't wash the fabric either, mine stuck just fine, but I use a old sunbeam iron with no steam holes. I am getting ready to start on a mini now. And I hope you have better luck with your second bag. Also getting a pattern for the two hour tulip bag, but I think it's going to take more than two hours.

I use the Pellon Fusible Fleece 987F and haven't had any problems. Prewash your fabric, iron with the fusible side up - fabric on top, hot iron, and steam.
I also made one with regular cotton quilt batting and spray on adhesive. That worked fine as well.
