    Every state has their own rules on raffles. Many require a "small games of chance permit".

    I would suggest your son contact the local TV where they're stationed & ask if they'd do a story & see if they can get help for this young man.

    Also I'm not sure, but any donations could be considered income in many states, hence "taxes" would need to be paid on the money he receives from donations. Doesn't sound fair, but that's the way it is in many states.

    Another option is to go to your local church & ask if they'd do a fund raiser for him.
