The option is on either the quick reply, or go advanced. Some people cannot see the icons on the buttons due to outdated web browsers or operating systems. If you don't see the icons, look for the line of what looks like buttons right above where you type, and slide your mouse over all of the "buttons" until the word "image" pops out....that's the one you use to attach a picture to the post. Chele is correct.
Depending on how you have your general settings set (found in Settings) you may or may not be able to easily post a pic in Quick Reply. If you do not have a bar at the top of your Quick reply to change Fonts, Size or add image and wish to have that, then go to Settings at the top of the page, choose General Setting (on left hand side) and at the bottom of the page in General Settings is a heading named Miscellaneous Options. Choose the first option "Enhanced Interface - Full WYSIWYG Editing" and save changes at the bottom of the page. You will now have the bar and quick access to your images and editing options in Quick Reply.

PatriceJ has posted two Threads in QB Help Center on how to post and resize pictures. That is the best place to go to get your answers to questions about the way the board works.

Karen, I have Windows 7 and was using IE8, and wasn't seeing the icons, just the popouts like you. I updated to IE9 and the icons now show. Regardless, they work with or without the icons.
