Are you sure it is a quilting tool? It looks like 1/2 of an old can opener??

It's a tracing wheel for tracing seams and darts with tracing paper...used in sewing

It's for marking fabric - used with colored carbon type paper. Before the days of chalk marking.

It is a tracing wheel to be used with tracing paper when cutting out a pattern and transfer the markings. You usually use it when making garments. I've never had a need for it with quilting.

You can use this tool over graphite paper for markings on fabric from patterns - I used this when I would sew clothes -- marking darts and pleats.

It is used to transfer markings from tissue paper patterns to fabric. Example would be darts in blouses. You use it with tracing paper.
