How do you make this block

I can see all the elements that make up this block, but don't know how to figure out the measurement of the pieces. Help, please, and thank you.

You need to first decide how large you want the block to finish.

It is an overall 4x4 square HOWEVER ... the center four squares are converted into a nine patch. So, mathematically speaking you would start off with a block divisible by 12. Here is my whack at it - I think it is pretty close.

Betty did a good job mapping it to a 12x12 square. Anything less than that are going to give you pieces less than 2 inches. You could consider foundation piecing the outside pieces (since the inside are just HSTs) that are different if you dont' want to deal with the funny white shape.
