Too cute to cut up so many options for borders, unless you are a non panel type person, but echo quilting would go quick and there are so many cute other valentine fabrics for backing. Or piece the back and with the echo quilting bear shapes it will be cute. Lucky daughters!

You could do a bear paws quilt with blocks of varying sizes framed in a complementary color.

That fabric is just too cute. I would make it the center panel add sashing and then blocks around it and then border it. Quilting around the bears seems perfect.

How about using one or two lg. bears as wallhangings & the rest as pillow cases?
