I have a pair that I got from walmart sewing notions. They came in a pack with some needles and pins. I think I paid about 88 cents for it. I also have some made by frisker. I found them with scissors and they were called thread snips. I really like them when I chain piece.

I got my first ones in Japan in 1978...Clover make them and I am sure there are many clones. Good luck in your hunt.
P.S. the ones from Japan are wrapped in cord on the handle, orange and cream, with a tassel at the base. All of my others (about 5) are similar to the one you display. |

Yes, they are really handy to have at your sewing machine to clip threads and corners off of squares. |
