It is paper pieced. The maker of this block, Brenda Groelz, has PP books on Amazon.

darn everybody must have beat me to this as I cant find it on ebay I love this block.

I dug out my copy of that issue just to see how it was made. Yes, paper pieced and the trick is to start each of the eight pieced wedges from the opposite end so the seams nest when you put them all together. Pretty smart idea. Directions (and yardage) are for both a 6" and a 9" block and it's rated as intermediate (skill level).
