I know I wouldn't...

The fabric is upholstery weight canvas. Would you include canvas in your quilt tops? I wouldn't, so don't really see the need for selling fat quarters of it. Plus I don't think I'd pay $16 for a fat quarter either.

This woman is an artist and that is why the prices are so high. This is stuff that is used for art work and upholstry not for quilting and sewing. If I had the money I would buy the material for wall art.

I know I wouldn't...

It would depend on the need, the fabric and the project. I used to pay as much as $15 to $20 a yard for bathing suit material. Usually only needed 1 to 1 1/2 yards for a suit. I taught swimming and was in the pool for six to eight hours a day. My suits HAD to last for at least six months.
