a wool or med. loft poly batting will help and I use the starch and heat system to get rid of poufs on client quilts. Hand quilting sometimes helps or if you are going to machine quilt, I'd recommend something that is pretty densely quilted as it will "tame" that poufiness more--although that doesn't sound like the quilting design you had planned.
