Yes, they will special order anything that is on sale if they run out ~ unless it is a black Friday / Saturday special, or if the ad states "while supplies last / special purchase"
Yes, ALL mgmt / team members should know that, they're just being lazy (special orders).
If your flyers are consistently late, ask one of the mgrs for for corporate's number in Hudson, Ohio. You can either call them or email then about flyers not arriving on time. Sometimes it is the US mail, depending on where you're located. They are printed here in Ohio, they have their own print shop at corporate.
Yes, some stores have just plain lazy or mean employees. Do NOT be afraid to go to the STL (Store Team Leader / Head Store Manager) to report this type of behaviour. If it is management that acted like that toward you, ask for the DTL (District Team Leader) phone number / name... call them and follow up on it. Sometimes there are top store mgrs that are on the edge of being outta there, and the DTL cannot act unless they hear from the end customer. (BTW a good DTL will give you a small gift card if you grump loud enough and if your complaint is valid :) )
(I left Jo's management about 6 months ago, I was a #2 manager, and I wanted to know every time my regular employees mistreated customers... if I wasn't informed by the customer, and I didn't see it happen, I had no idea)
