This will be the first time I have participated in one of these, but as I understand it each person is only given their section of the photograph to replicate, which they can do however they choose, as long as they accurately imitate their section of the photograph in fabric.
It's not sent from one person to the next, though. All the participants work individually but simultaneously. Once all the sections are completed, they are sewn together and the quilt is completed.

this sounds intriguing. I wonder how the edges of a picture meet up from two
different people.
Maybe they aren't doing like half of something so it doesn't matter.
I'm always interested in easier ways to do things since I have chronic fatigue
with my fibromyalgia, hehehehe (hard breathing ).

Are you planning on everyone making multiples of their "piece" so everyone gets all the pieces to finish a quilt for themselves, or only doing one and making it donation or raffle type prize to one quilter?

I've seen these quilts at quilt shows many times, and they're always wonderful. It starts with a photograph, blown up to a given size and cut into vertical sections. Everyone gets a section to fill in as they see fit, and when everything comes back together it can be marvelous.

Having just coordinated the making of a group quilt (and all were experienced quilters) I would be sure to pick a very simple pattern. Even with very specific instructions things don’t come out as you might hope.

The Quilt Show with Alex and Ricky just had an article and interview on their blog of a quilt done this way among eight quilters. The quilters are known as The Amazing Eight. It is of the Aztec Stone. Beautiful but very much not a beginner-type quilt. Interesting.

I'm not familiar with what you are hoping to do but here's my concern: any time you are doing a project that everyone makes a piece and brings it in, it never goes together easily! Not everyone's 1/4" seam is the same or someone cuts things with a different ruler, etc etc etc. You may find a block that simply isn't going to work. Now do you offend the seamstress by not using her block? The only way I can see this perhaps working is to do paper piecing where every seam is already designated exactly as you hope it to be.

You may be looking at more problems than just getting started! It may follow you all the way to the end.

That was the quilt my group made last fall. It took first prize in the CAQ show in June.
I don't think you'll find a pattern for anything like that. That doesn't mean you can't take any commercial pattern and cut it into pieces. We used a photograph taken by one of the husbands, had it enlarged to four feet and then after marking the photo along important lines for later registration and assembly, each person took their small piece, 6"x4' and worked independently. It helps if everyone is roughly at the same level of expertise.
You don't mention whether you are considering a quilt quilt pattern or a picture quilt pattern. Unless people are familiar with landscape etc. it's a tough go. A regular 'bed' style quilt can be used. It would go together beautifully, but throwing in a few diagonal cuts would catch the judges eye. PM me if you need more information.
