    I will not use bamboo batting. It's chemical soup.

    Quilter's Dream has a batting especially for baby quilts called Dream Angel. It is flame retardant. I haven't used it but have a sample and it feels like Dream Cotton. It comes in 2 weights - Request & Select.

    As mentioned by "onebyone", wool is wonderful - especially in baby quilts.

    cotton or wool depending on the preference of the parents. I won't use poly in a baby quilt and resist it strenuously in every other project.

    Interesting question and responses. I prefer not to use polyester because of the chemicals. I use mostly Hobbs 80/20 but I do like the feel of Dream cotton. If my budget were bigger I would use wool or silk. No one mentioned silk in the comments above but I really like to use it. It is so drapable. I just prefer natural fibers to man made fibers. I never buy clothing of man made fibers as I don't like the feel of it or the lack of breathability. Quilts, even baby quilts, with polyester get too warm because of this. Babies and toddlers and the elderly do not like to be over heated.
