I would make one bigger and take it to a care center that is near you and test it by asking one of the residents to check it out while the are in a wheel chair. Then contact the place where your mother is at and tell her that is the size you are going to make and see if she will accept that size, if not then don't make any. Senseless to make a quilt that will only serve as a napkin while that are using it.

I made one for my mom ... she requested one that could also be used on her bed. It's flannel (rag quilt), and she turns it so the "long" end wraps around her and she sits on it to keep it in place.

I made a lap quilt for a friend who is in a wheelchair and who always complained that her feet were cold. I drafted out a quilt shaped much like a Dresden blade so that the top of the blade would wrap around her and she could sit on the sides, and the bottom of the blade was folded up to make a pocket into which she could put her feet. Since it was specifically for her and was several years ago, I can't remember what the dimensions were.

I made a wheelchair quilt once, 36 by 36 inches, same as the ones mentioned earlier. All four corners were cut across so they would not get caught in the wheels. Those were the directions I followed. But here is a suggestion: why not add a large pocket on the back, at the bottom of the quilt? Then feet can go into the pocket for warmth, and the quilt will stay in place.

I made a couple for a young man wheelchair bound. I think they were about that size. I posted pictures of them on here. He is about 6' or 6'-2". My Daughter with long legs sit and covered her legs and lap with it. He is paralyzed and no feeling in his legs. His family wants to make sure his legs are covered. They worked out good for him. I will see if I can find them on here.

Sorry, no pictures on this office computer. They are on my home computer. I really think they were bigger, custom made for this young man.

Not sure about size, seems to me that the width would vary depending on the size of the person, would want it wide enough to tuck sides under them a little to keep in place. Also a small pocket at the top part that is in their lap, for little things like tissue, chap stick, candies, etc. Just an idea.
