Thanks Red! I could try darning it, that is, if I knew how to darn - & I just don't see what I could applique in that weird spot. I guess it will be easier to remove the top half, applique the flags to a new piece of fabric, and attach.
I am rethinking my proposed border color too, probably not pale blue, but a robust green like forest or grass.
