Ok I just got a PM from Turtle she is at work and not able to get on right now -- answers to some questions:
1-Can you use white on white-- Yes
2- Should the fabric be washed - Yes
3- Can the top and bottom rails be different colors - Yes

Hi, yes, it is stated in the directions that the swap name be put on all the blocks because each block will go to someone diferent. People may be collecting siggy blocks from previous swaps and putting them together and it will be helpful to know which yr belonged to each siggy block.
