Were you trying to quilt with a longarm machine?

I believe I would take sections of this quilt sandwich, and freemotion stipple the areas where fabric "sags". You would have worse mess if you tried to cut out the quilted stitches here. I am sorry you experienced this dilemma. I don't think my Trapunto idea would work very well here! Good luck, Alice.

First, love your quilt top. I have that pattern, and bought the fabric. Yours is gorgeous.
As far as the back is concerned, it looks like it was quilted heavily in the blue hexagons, but nothing in the pieced snowflake ones. The quilting needs to be balanced thru the whole quilt. You would need to pin or baste the snowflake blocks and then quilt them, maybe just SID on all the seams. I think that it will improve the back, but probaly not remove all the fullness.
Looks like the backing was not stretched enough when the sandwich was made.

Did you leave the area of the snowflake totally unquilted. If so just quilt down the background of the snowflake. That will make your snowflake pop and yet give you more even quilting over the whole quilt top.

I just feel for you. I got a tuck a couple of weeks ago and was upset.
