Certainly looks like it's a "Judy Martin" star quilt.

OMG, I have that book, and I hadn't given that quilt a second glance. But now that I see it again, I love it. Now I really have to add it to my list...maybe near the top...

It is called Stars and Stripes Forever. It appeared in the July 2002 The Quilter Magazine. Maybe you can find a copy of the magazine on eBay or I can snail mail you the instructions.

Found this on line by Judy Martin: Knockout Blocks and Sampler Quilts was meant to be an interactive quilt book. It is now out of print, but it has been resurrected by the Electric Quilt Company as an interactive CD-ROM.It is called Star Power.

Thanks to all of you for your responses. It is indeed "Stars and Stripes Forever" by Judy Martin. I tried to find a back issue of the 2002 "The Quilter" magazine but they seem to be sold out. I couldn't find "Knockout Blocks" anywhere for a reasonable price so ended up ordering EQ's "Star Power". I can figure out how to make the quilt. but the borders have me stumped!
