It is an origami pattern called Aloha Shirt. After looking at the folding on Youtube, I would think you would have starch the material very heavily in order to do this. Here is one link I found showing how to do the folding.

We didn't use starch and had no issues, but I could see how using starch would have been helpful. We used mini irons to help with the folding.
