What it is in sewing terms is a small fabric wallet style pouch used to store sewing supplies and in my case for hand quilting. I looked at many different designs and then made one for a friend with some of her favorite fabric. The pincushion is stuffed with wool rovings and the needle holder is from felted wool. There are two pockets. The needle holder opens like a book. One picture shows it rolled up and one shows it unrolled.

I am pretty sure this is a fabric sewing caddy. The named item you are asking about is worn on your neck like a necklace and has pouches and attached items to hold thimbles, needles and scissors. Some Victorian women attached them to their belts on a chain. Also called an Etui I think.
